Quick answer
You can get a Dubai Police Clearance Certificate (Good Conduct Certificate) from Kerala without travelling to Dubai, as long as you have entered the UAE before. Apply online on the Dubai Police app or website with your passport copy, old UAE residence visa copy, photo and Emirates ID number. If Dubai Police has no fingerprint record for you, you also need a fingerprint card certified by the UAE Embassy. The fee for applicants outside the UAE is AED 300 plus AED 20, processing takes about 5 working days, and the certificate is valid for 3 months.
Worked in Dubai, now back in Kerala, and suddenly asked for a "Dubai PCC"? You are not alone. Thousands of Malayalis who once lived in the UAE are asked for a Dubai Police Clearance Certificate when they apply for Canada PR, a UK work visa, an overseas nursing job or a new Gulf employer. The good news: you can get it without flying back to Dubai. This guide explains the full process from Kerala, in plain language.
What is a Dubai PCC?
A Dubai PCC is the Good Conduct Certificate (also called a Police Clearance Certificate) issued by Dubai Police. It confirms whether you have a criminal record in Dubai. Embassies, immigration departments and employers ask for it when you have lived in the UAE, so they can check your record for that period.
Can I apply from India?
Yes. Dubai Police accepts applications from people who are outside the UAE, as long as you have entered the UAE before. You do not need to travel to Dubai, and you do not need a valid UAE visa or Emirates ID.
Documents you will need
- A recent passport-size photo
- A copy of your passport
- A copy of your previous UAE residence visa
- Your Emirates ID number, if you had one (an expired ID number is accepted)
- A fingerprint card certified by the UAE Embassy, if Dubai Police does not already have your ten fingerprints on file
The fingerprint step is where most people get stuck. If you lived in Dubai on a residence visa, your fingerprints are usually on record. If you only visited, or your record cannot be matched, you will need a fingerprint card taken in India and certified by the UAE Embassy before Dubai Police can process your application.
Step-by-step: getting your Dubai PCC from Kerala
- Collect your old UAE documents. Find your old passport with the UAE residence visa page, and your Emirates ID number if you had one.
- Check if fingerprints are needed. This depends on whether Dubai Police can match your existing record.
- Fingerprint card and UAE Embassy certification (only if needed).
- Apply online on the Dubai Police app or website, choosing the option for applicants outside the UAE, and upload your documents.
- Pay the fee online. Fees are non-refundable, so every detail must be right before you pay.
- Receive your certificate electronically and check that your name, passport number and the purpose are correct.
How much does it cost and how long does it take?
As published by Dubai Police (checked October 2026):
- Government fee for applicants outside the UAE: AED 300 (or USD 88), plus a AED 20 knowledge and innovation fee
- Processing time: about 5 working days
- Validity: 3 months from the date of issue
The fingerprint card certification and any courier charges are extra. Fees can change, and the amount shown at payment is final.
The 3-month validity trap
A Dubai PCC is valid for only 3 months, and many embassies want it to be recent when you submit your visa file. If you apply too early, it may expire while you are still waiting for your job offer, IELTS result or medical. Plan the timing around your visa submission date, not around when you first hear you need it.
Who usually needs a Dubai PCC?
- Canada PR (Express Entry) applicants who stayed in the UAE for 6 months in a row or longer in the last 10 years, after age 18
- UK Skilled Worker applicants in health, care and education roles who were in the UAE for 12 months or more in the last 10 years
- Applicants for Australia, New Zealand and other immigration programmes, when the visa checklist or case officer asks for it
- Nurses and healthcare workers registering abroad
- People returning to a new job in the Gulf

Frequently asked questions
I lived in Abu Dhabi or Sharjah, not Dubai. Can I still get a Dubai PCC?
Each emirate's police issue their own certificate, and the UAE also issues a national certificate. Which one you need depends on where you lived and what your visa authority asks for. Canada's IRCC, for example, says one clearance from any emirate is enough. Check your visa checklist, or ask us.
My Emirates ID has expired. Is that a problem?
No. Dubai Police accepts both valid and expired Emirates ID numbers.
Can I apply if I only visited Dubai on a tourist visa?
Yes, as long as you have entered the UAE before. You are more likely to need the certified fingerprint card, because visitors often do not have a full fingerprint record.
